Remove test_links.py

Fix htmltest failures

We keep accidentally breaking links because the existing python CI script only checks absolute links. Using an off-the-shelf solution made more sense IMO than updating the python script. Other Hugo users seem to rate htmltest highly. This CI should help prevent broken links and more.
