Remove dead links to vulkan-layers, encourage >=565 #83

New freedesktop.org GitLab policy for artifacts is: "There is a new lifecycle policy at the bucket level: artifacts will expire after 1 year."
This means monado-vulkan-layers, which hasn't been touched in a year, already no longer have the Ubuntu & Debian .debs available for download anymore. Also, most Nvidia users are on 565 by now.

So let's remove the dead links, and move the rest of them to a footnote.

Will merge in a few days if no objections.
